Who pays for FBA order not received

i have a question regarding FBA refund and return. if a customer says the item didn’t arrive, in that case amazon refunds from seller account I mean charged to seller as well ?
(Actually it’s amazon delivery guys fault )

If a customer claims that they did not receive an item, Amazon will refund the customer under ideal circumstances and inform them they have up to 45 days return period to return the item. If the product never makes it to the unsellable inventory, Amazon will reimburse the sales price of the item. Anytime Amazon refunds a customer or sends a replacement item, they’ll charge your FBA seller account for some or all of the refund value. You may also be debited for a restocking fee if the item was opened, and a returns processing fee of $2.12 to $75.08 per item (depending on product size).
