I can search the terms on desktop and my ad is right on top. But when I search on the app at the same time, I don’t see them at all.

That is to be expected. They only show the advertisement when they feel like tossing you a bone.
They toss the bone only when AI predicts you are feed up with selling on amazon. Then you get a sale, cycle is broken and you are happy for a couple of more weeks.
Recall how you train an animal, give them a treat. Well, when you sell an “item” that is your “treat” from amazon. As long as your dog gets a treat he is happy, see where this is going. They apply the same tools that Facebook/Meta, Twitter/X, social media sites use to keep you hooked…
The Amazon app is not a full function Seller Central. There are certain things that you just can’t do. Seems seeing ads is another limitation.
Amazon’s ad placement can vary between desktop and app searches, possibly due to different algorithms or targeting settings. Have you checked your ad targeting settings for the app to ensure they match your desktop campaign settings?
