What would you recommend in this situation, should I just refund both orders and move on, or should I pursue the issue further?

I’ve noticed a few orders from different accounts for the same ASIN. The delivery addresses differ from the billing addresses, but I’m quite certain the same person is behind all of them. The billing name/details are pretty similar, with fake phone number for all orders. They contact us daily, with messages coming one after another from both accounts, claiming that the goods haven’t been delivered.

Additionally, our price for this ASIN is significantly higher than the Buy Box price, which raises further suspicion. It seems someone is trying to scam us.

Yeah, it looks like a classic buyer scam. Don’t issue a refund yet, open a case under Buyer Abuse, attach all the order IDs, and explain the pattern.

Amazon will investigate and block those accounts if they find fraud. Also, communicate with the buyer only through Amazon Messages so you have a full record of the conversation.

Did you already report it under the Report a Buyer section?
