What does this message mean when attempting to sell a product?

I do not think there is any logic behind anything they do.

This message means Amazon has restricted your ability to list or sell the product because your account either previously failed an authenticity check or lacks the required trust level or documentation to list certain high-risk or brand-sensitive items. It typically appears if you’ve had past authenticity complaints, failed ungating attempts, or your account is new and lacks a strong sales history in gated categories or brands. To resolve it, you may need to submit valid invoices, authorization letters, or appeal via Seller Central with a detailed plan of action and proof of authenticity that meets Amazon’s Anti-Counterfeiting Policy standards.

Not a random decision at all, mathematical models are being used to funnel sellers in particular directions.

I’ve seen sellers like me, if you know what I mean. The only difference is that they have a few feedbacks, yet they’re able to sell this brand.
