There could be a reason why FBM only. Maybe the fulfillment fees are very high or the cost of sending units to the FCs is high. It could be a slow seller so FBA is not the best way of selling. It could be hazmat.
But if you have authorisation to sell the item, you can do FBA if the economics are good. Your decision.

As @AmazonUKForumRefugee says, there will usually be a reason. Often, sellers won’t ship a large, heavy product into FBA or something too fragile that requires special packaging.
I also found that many sellers will not enroll products from specific brands that attract Intellectual Property Rights Infringement Complaints under the fear that they will be stuck with blocked FBA inventory.
