At Amazon we strive to build programs that help you to scale your businesses effectively. After careful consideration of our services, we’ve decided to end the Call-Off Stock program on August 1, 2024. Until then, you will be able to continue selling existing Call-Off Stock inventory and pay domestic FBA fees but no additional Call-Off Stock countries can be enabled. After August 1, 2024, you will pay European Fulfilment Network fees instead of domestic FBA fees in your previous Call-Off Stock enabled countries.
How to prepare for the end of the Call-Off Stock program
To store inventory in countries where you’ve used Call-Off Stock and receive domestic FBA fees, you can enable Pan-EU FBA through VAT registration number (VRN).
If you don’t enable Pan-EU FBA through VRN by August 1, 2024, we will automatically return any Call-Off Stock inventory at no cost to an Amazon fulfillment center in the country where the inventory was originally inbounded by August 31, 2024. In special cases where automatic inventory return isn’t possible by August 31, 2024, we’ll apply an alternate solution.
We understand that obtaining VRNs in countries where you had enabled Call-Off Stock may take some time. As such, in case you would like to enable Pan-EU FBA through VRN we have put in place the following measures:
- If you enable Pan-EU FBA through VRN between now and November 1, 2024, we’ll reimburse €540 per country for the cost to obtain VRNs and file tax for 12 months in countries where you had enabled Call-Off Stock (in Germany, France, Italy or Spain).
- If you enable Pan-EU FBA through VRN between August 1 and November 1, 2024 we’ll reimburse the fee difference between the European Fulfilment Network and domestic FBA fees for products previously enrolled into Call-Off Stock.

Am I eligible for the reimbursement?
If you received an email outlining the reimbursement to your registered Amazon email address or Seller Central account, you’re eligible for a reimbursement of €540 per country that you enable Pan-EU FBA through VRN by November 1, 2024 for countries where you previously had Call-Off Stock. If you enable Pan-EU FBA through VRN between August 1 and November 1, 2024 we will also reimburse the difference in fees you pay between domestic FBA and the European Fulfilment Network (EFN). This will only apply to selection previously enrolled into Call-Off Stock until you enable Pan-EU FBA through VRN. Once you enable Pan-EU FBA through VRN it will trigger the payment process and you will receive the first payment from November 1, 2024. We will send additional email communication to all eligible sellers with full reimbursement terms and conditions.
What will change if I now enable Pan-EU FBA through VRN?
In countries where you enable Pan-EU FBA through VRN you’ll continue to pay domestic FBA fees, and send inventory to a domestic fulfillment center which we’ll place on your behalf. However, sales will be made directly between you and the customer, rather than as a B2B transaction with Amazon. How will I be able to see my inventory movement if I don’t enable Pan-EU FBA through VRN?
The movement of inventory will be indicated in the Amazon VAT Transactions Report (AVTR) and should be reported accordingly. If you’re unclear on your VAT reporting requirements we recommend that you consult your tax advisor.
