If anyone is not UK national, but he is UK resident, will he get VAT exemption £85,000 threshold?
No nationality doesn’t matter. Everyone has to register for vat if they meet threshold which is £90k now.
Your nationality does not matter, any person or business under the threshold of 90k is VAT exempt. When revenue reaches above it, that’s when you have to register.
On 1 April 2024, the VAT registration threshold rose from £85,000 to £90,000.
But people who are non-UK residents have to pay tax from the beginning.

Just to clarify that the VAT threshold ONLY applies to UK businesses which are UK controlled. This means the company must be ‘based’ in the UK. For example, if you are a foreign national, not living in the UK, and you run the business from another country (in other words just store your products in Amazon Fulfilment Centres only), then the VAT threshold does NOT apply to you. You will need to register for VAT from Day 1.
However, if the UK business is UK registered, has its own premises in the country where taxable deliveries could be made, and is ‘operated’ from within the UK, then you should be classed as a UK business, at which point you will be able to take advantage of the VAT threshold.
The VAT threshold stands at £90,000 for UK businesses.
