While I am not aware of California’s small business laws, every state I have lived in for does require businesses, even mail order businesses that sell only one or two a month, to be registered and have a permit. Some states, such as Florida, they are inexpensive, if they cost anything at all. Other states it will cost more. In other states of lived I’ve had to pay up to $35 a year for business license. My advice, get the license, it will save you headaches in the future
