Request Approval button available through phone but not on desktop

I was trying to sell a brand online, but it’s gated. To get ungated, if I try to add the product via PC, it says I can’t sell it with no ‘Apply to Sell’ option. However, if I do it via phone, it says ‘Request Approval.’

What should I do? Can I sell that brand or not?
