How can I access dcim folder to cut all videos and photos to windows computer and free up phone’s storage?

I assume you are using iCloud?
If so, all those files will be backed up on your iCloud and you can easily access them.
If you are only using the free version and you have maxed it out, just pay for 1 month increased storage and back your images up, then cancel your subscription after retrieving the images.
But I would strongly recommend continuing the subscription. It’s such a small amount and you can put it down as a business expense. I have a 2Tb subscription and never have to worry about losing anything.

Are you not able to copy all the pictures to the computer then delete from the phone?
