Amazon is constantly making this book "inactive* due to potential pricing error. I am the only FBA seller and I keep lowering the price.
Currently I have it listed at $38.70 which is the recommended price as you can see. I don’t think that my price is too high and I don’t understand why I have to keep lowering it.

It could be that they’re pulling the price from somewhere else, comparing the two prices, comparing your price with the other used condition books, comparing price+shipping. Sometimes they just want you to lower the price which is a d**k move.
Yes, this is a very common problem.
To resolve this, you need to either update the List Price into a figure acceptable by yourself. Or set the minimum and maximum price in Pricing and ensure you are within that range.
Contact Amazon support to inquire about the repeated “inactive” status, and consider setting the price slightly below the recommended one to avoid potential pricing errors.
