They won’t let me add extra charges for Offshore postcode, like Scotland, Isle of Man, etc.

Change to price rather than weight as you have everything else set to 0 - the edit button will then let you change it
Amazon’s Prime template doesn’t allow extra shipping charges for specific areas like Scotland. Adjust your product price to cover all shipping costs, including to those regions.
