If one of the parcels goes to the UK and the other one to France, they will be split.
Yes, you can consolidate the shipment into one address, but only if you import into your own warehouse or a 3PL first rather than shipping directly to Amazon FBA, because Amazon will always split FBA shipments by destination warehouse and there’s no way to force UK and France inventory into a single FBA location.
The standard workaround is to ship everything together in one sea freight container to a UK port or a French port, clear customs once, deliver the whole batch to a 3PL that handles both UK and EU distribution, and then create separate FBA shipments from the 3PL to the UK and France according to whatever destinations Amazon assigns.
Many sellers use UK-based 3PLs that can forward goods into the EU under IOSS or via a French 3PL that then redistributes into the UK; either way, consolidation must happen before the freight reaches Amazon.
