Yes, cosmetics on Amazon US usually require proper FDA compliance, ingredient labeling, and GMP-safe manufacturing documents. If you’re sourcing from abroad, you may also need COA/MSDS, ingredient list, and brand/manufacturer details. Amazon can request documents anytime, especially for topical or skincare products.
No FDA approval needed for cosmetics. Use COA, GMP, labels. Amazon may still ask extra docs or samples later for compliance.
Okay so this is actually more straightforward than most people think but there are a few things that catch sellers off guard:
FDA does not pre-approve cosmetics, a lot of people don’t know this, but your ingredients, labeling and formulation still have to meet their guidelines or you are in trouble
MoCRA hit in 2023 and changed everything, facility registration and product listing is now mandatory, most sellers sourcing abroad have no idea they are already non compliant
Your supplier needs to give you full ingredient disclosure and safety data, a COA alone is not enough
Labeling will catch you out if you are not careful, font size, ingredient order, country of origin, all of it is regulated
Sourcing from China or Korea specifically? There are extra hoops around documentation format and translation

Selling cosmetics on Amazon US through overseas sourcing usually does not require direct FDA approval, but the products must meet FDA and Amazon compliance standards. Commonly required documents include COA, GMP or ISO certificates, ingredient list, SDS/MSDS, proper labeling, and manufacturer information. Under MoCRA, certain cosmetic facilities may also require FDA registration and product listing. Avoid medical-style claims such as “treats acne” since that can move the product into the drug category with stricter regulations. It’s always better to work with suppliers who already have experience exporting cosmetics to the US and handling Amazon compliance.

Do I need an US based FDA agent?
