I have established a VAT number in Italy.
Around 2 months ago, Amazon selling support agents advised us to go to Settings - Fulfillment by Amazon - Cross-Border Fulfillment Settings and enable inventory storage in Italy, Spain, France, and Germany before applying for COS.
The next information we received from them, a month ago, is that we should on the same way disable inventory storage in Spain, France, and Italy, and then we will be able to apply for COS.
Does this make sense to you, or has anyone had a similar situation?

Yes, this confusion unfortunately happens a lot with COS because Seller Support often mixes up different EU programs, and what you were told is contradictory but not unusual.
For COS, Amazon generally wants your inventory initially stored and fulfilled from a single country that matches your VAT registration, so if your VAT is in Italy, the usual requirement is to disable Pan-EU or multi-country storage and keep inventory only in Italy before applying, otherwise the system flags you as needing additional VAT registrations.
Enabling storage in multiple countries is typically relevant for Pan-EU FBA, not COS, and doing that before COS approval can actually block your application. Many sellers report being told to enable, then later disable, because different support agents misunderstand the internal rules.
The safest approach is to disable inventory storage in Spain, France, and Germany, keep only Italy enabled, ensure your VAT details are fully verified, and then apply for COS again. Once COS is approved, Amazon can later expand fulfillment as allowed under the program.
