I’d like to know if it’s possible to improve an existing listing. I noticed that it’s missing bullet points and generic keywords, and it only has one low-quality image.

No, unless you are the one listed and created the listing. Only the creator of that listing can edit the existing listing.
Only the creator of the listing can edit the existing listing. If you are the one who listed and created the listing, then you can edit the existing listing. If you cannot edit, you can open a case to contact customer service to ask the reason and restore the editing permission of the listing.
