How to create this type of promotion. In which we can offer 2% discount at checkout?
I know about coupons but in that we have to offer minimum 5%.

Some discounts are offered by amazon itself to its customers.

Yes. It looks like but I check it further and found one option in Campaign promotion, where we can offer less discount then 5%. But those promotion are conditional, like buy 2 and get 2% off.
It’s simple. Go to advertising option and select promotion. Create promotion as you like and they will show up as you have in the image above.
