This basically means that Amazon will allow you to apply for ungating using Amazon order confirmation or invoice, as long as you purchased a minimum of 50 units.
Whereas it will suffice if you have invoices from a wholesaler or manufacturer showing just 10 units.

Means the product which you’re going to list on your account is gated and if you have to ungate that product you have to submit the invoice/mentioned document.
If you buy from Amazon to ungate you need to buy 50 units. For other suppliers only 10 units is required. It used to be 10 from Amazon too but it was recently changed to 50.
