Amazon says each ASIN can only have one UPC, so you can’t add a 2nd UPC to an existing listing/ASIN. If you get new inventory with a different UPC, they say you must create a new ASIN.

Yes, this is normal. Amazon locks each ASIN to one UPC only, and once it’s created you cannot update or swap the UPC. If your supplier sends inventory with a different UPC, Amazon treats that as a new product identity, so you’re required to create a new ASIN.
Only workaround is using FNSKU/labeling instead of UPC but that must be done before listing creation. But if you have more insight or need my ideas more, I will surely be available for you
Amazon is strict about this, an ASIN can only have one UPC tied to it, and they almost never allow adding a second one.
The UPC is part of the core identity of the ASIN, so if your new inventory has a different UPC, Amazon will require you to create a new ASIN rather than merge it into the existing one.
There’s no real workaround unless the UPCs were assigned incorrectly and you can prove that to GS1.
Otherwise, mixing two different UPCs under one ASIN will get flagged and can cause listing suppressions or inventory issues.
A second UPC can be mentioned in the listing, however it is not possible to replace the existing product identifier already entered.
