Does anybody know if the Complete Savings is a legit site for cashback?

Yes they’re legit but eventually you’ll get caught unless you’re using is very sparingly.

Yes it is but they are against resellers. They easily ban accounts. If I am not mistaken, to stay safe you need to keep the cashback maximum 200 per month.

Ok thanks. I have a cash back from a purchase of £20, should I make an account with them and claim it?

Yes. Create an account and use them until they suspend you, but as I said, keep the cash-back max 200.
