Changes to Mexico import and trade rules

Mexico’s tax agency, Servicio de Administración Tributaria, has announced significant changes to import duties and rates in its 2025 General Rules on Foreign Trade.

If you’re impacted by the following changes, you have to act immediately to ensure compliance and avoid shipping disruptions:

  • Generic tax IDs (RFC genérico) can no longer be used for simplified imports or exports through couriers. If you send seller-fulfilled orders but don’t have a valid RFC tax ID, check with your courier to confirm that they can use their own RFC to comply with the regulation. If not, you have to use another logistics provider who is able to use their own RFC.
  • Restrictions on simplified import procedure for certain products. You must remove all seller-fulfilled listings for products in categories listed under Mexico Cross Border Product Restrictions. If you’re enrolled in Remote Fulfillment with FBA, no action is required. We’ve already removed restricted ASINs from your eligible selection for Mexico.
  • New tariffs on standard importation of textile products. If you use FBA, we recommend that you adjust your prices to account for these tariffs.
  • Updated customs duties for simplified imports. If you send seller-fulfilled orders from outside of Mexico, we recommend that you review the updated custom duties by country and adjust your prices to account for these changes.
