It’s totally fine to register your selling account on Amazon now and update your address later. Just make sure to update your information as soon as you have the new address.

I agree with @PC_Parts. I’m a 13-year top rated seller, when it comes to performance. Metrics are perfect, always have been.
Once my address was recently verified, I wanted to switch back to my PO Box. Three days later they suspended my account, and never sent the verification code to my mailbox.
When I switched back to my street address, they kept me waiting four days to reactivate my account, while my biggest competitor was in the Buy Box.
As a new seller, who knows what Amazon will do?
