If you are trying to list an item, you should use the barcode that is already on the product. If you don’t have the item yet, you need to get it first or ask the supplier.
If there isn’t a barcode, you can do what you said, in other words, buy a barcode but it must come from GS1 as that is the only barcode source that Amazon allow…
