I currently have a Mercury card and a Payoneer card, but every time I try to place an order, it gets canceled. Does anyone know why this might be happening or how to resolve it?

If these orders are getting placed to fulfill dropshipping or online arbitrage orders, then it is not unusual for them to be cancelled. Walmart wants to maintain their offers to their own customers and not to have resellers take their entire inventory and resell it elsewhere with a profit.
