I’m sending my first private label product to FBA. It’s a non-aerosol spray bottle with waterproofing liquid inside. I was wondering if I should just send the spray bottles into Amazon warehouse with outer packaging or should I just send them as they are?

For FBA, you should never send the spray bottles “as they are”, as they must be fully retail-ready, protected, and compliant with Amazon’s prep rules, especially since it’s a liquid in a spray container, which Amazon treats as a very high risk product category.
The safest and best approach is to have each unit individually packaged in its own outer packaging (box or shrink-wrap/polybag with suffocation warning if applicable) so the bottle can’t leak, break, or accidentally discharge during handling.
Amazon requires liquid products to be fully sealed, leak-proof, and able to survive a 3-foot drop test. And sending loose bottles will almost certainly get your inventory flagged, damaged, repackaged at your cost, or even disposed of.
