About to give up on Amazon Payments, stuck at “Complete Registration”

I have completed all the information required.

I have used a new e-mail address because it cannot be the same as one currently being used (we sell on UK, DE, FR, IT etc)
We have multiple Amazon accounts, including a Webstore account, and each one has had to jump through the anti money laundering hoops so we are well known to Amazon.

Each section has a green “Completed” next to it.

I now have only one option left, click on the “Complete Registration” button even though it says "Your account set up is 100% complete. "

All I get is
“Error - Your application to register for Amazon Payments has been declined.”

No further information
No other option on the page.
“Contact Seller Support” takes us to a blank “Contact Us” page

Its a complete dead end as I’ve tried sending a message via the signup site (payments.amazon.co.uksite) and not got a response.

If anyone can tell me how to resolve this I’d be grateful, otherwise I’ll just stick with my Paypal Payments Pro account which works without any of this hassle.
